Noor who was born in Kudus, February 10, 1957, was raised in a Muslim community. He started his career as a civil servant in government agencies. However, his education directions in 2001 changed. He became an educational activist at Wahid Hasyim University. He earned his Doctoral degree from the Kalijaga State Islamic Institute (IAIN), Yogyakarta. He was the rector at Wahid Hasyim University for nearly four periods, until he then involved in politics elected for the DPRD of Central Java.
In 2014, Noor continued his work as a people's representative in the DPR RI, and had served as Deputy Chair of Commission VIII of the DPR RI in charge of Religion and Social Affairs.
